Eligibility and Everything You Need to Know About the Canadian Dental Care Plan (CDCP)

Who is Eligible for Canadian Dental Care Plan (CDCP)?


If you're a Canadian resident, with a household income under $90,000 and don’t have access to private dental insurance, you may be eligible for the Canadian Dental Care Plan (CDCP). This applies across all age groups:


  • Children under 18,

  • Seniors aged 65 and over, and

  • Adults with a valid Disability Tax Credit certificate (CMHA National).


As of May 2025, the CDCP also expanded to include uninsured adults aged 18–64; coverage begins as early as June 1 (CDCP Dental Plan).


How to Apply


  1. Confirm Eligibility: Ensure you meet the key criteria: no private insurance, adjusted family income under $90,000, residency status, and having filed taxes (parents must file for children under 18) (CMHA National).

  2. Gather Documents: You’ll need your Social Insurance Number (if applicable), date of birth, address, notice of assessment (tax return), and confirmation of no private dental coverage (Canada.ca).

  3. Submit Your Application: Apply online via the Government of Canada portal or by phone. You can apply for multiple family members in one session (123Dentist).

  4. Approval & Welcome Package: Once approved, Sun Life will send a package with your CDCP member card, coverage details, and start date for treatment (CDCP Dental Plan).

What’s Covered—and What’s Not


If approved, you'll gain access to essential dental services, including:


  • Cleanings, exams & X‑rays

  • Fillings, root canals, extractions

  • Periodontal care and dentures

  • Other oral surgery and preventive treatments (123Dentist, 4th Floor Dental)


The CDCP uses a sliding scale based on income:

  • Under $70,000 – 100% coverage

  • $70,000–$79,999 – 60% coverage (you pay 40%)

  • $80,000–$89,999 – 40% coverage (you pay 60%) (Canadian Dental Association)

Note: Cosmetic treatments—like whitening, implants, mouthguards—are not included.
